PGA Tour Design Services created the 18-hole links-style course, which opened in 2003 across roughly 400 acres of prairie grasses and native wooded areas. Multiple tee options let the course play anywhere from about 2,834 to over 7,000 yards, and the facility includes an oversized grass driving range and an 18-hole bent grass putting course. Victory Links has served as a qualifying site for the PGA Tour's 3M Open and previously for Champions Tour qualifying events. Operated by the nonprofit National Sports Center, the course is open to the public with adaptive golf accommodations, including a SoloRider cart, for golfers with mobility limitations.
